I was looking at your images and then you made an edit.

"Permission level has nothing to do with cheats, operator, or administrator" actually it does, those are the names mojang gave them in one of the blog posts; see also the /op page

Anyhow, they may be names that mojang said casually. These names never existed in the game, and are easily confused with cheats in New World screen, and operators in multiplayer. They are different concepts.

And Level section in Commands/op is inaccurate. I nerver heard that singleplayer cheating is only level 2.

I had verified that section myself; they may not be visible in-game, but that doesn't make them not the names mojang gave them (which is in-code only)

These names never exist in the code, too. Although these may be the names given by mojang, they makes it difficult to understand the relationship between cheats and permissions.

The permission level for singleplayer cheating is 4, which is common sense for command players. Didn’t you see Commands#Restrictions and Commands#Permission level? These are all I got from the source code. Read it and you can understand the relationship between permission levels and operators and cheats in-game.
