The Enchanted Book is an upcoming item for The Redstone Update. It is a book with the enchantment "glow" and a red ribbon. They are thought to be added in the next snapshot. You could enchant a book with an enchantment, and if you put the book inside an anvil with a tool, you may be able to add the enchantment onto that item. The anvil cost to do this would be very high.
