Yes, of course, potions can boost skills. Perhaps one of the numbers is a potion duration number, but it doesn't make sense why Speed would have the roman numeral II (2) behind it unless it were skills.
 
We know skills are coming, and It would make far more sense to have skills on that page rather than just the boost from potions.
